Colleagues,
Today I presented at an eu ets workshop organised for Balkan EU accession states + Turkey together with Jill Duggan ( EC). She repeated the Commission's position what Peter Zapfel voiced in January in France ( as detalied in the presentatin referred to by Jos).
On the positive side: during the March Env Ministerial summit the Polish Minister for Enviroinment raised the Art 24a subject on behalf of the Visegrad countries ( PL, HU, CZ, SK) therefore it may climb further up on the agenda...
Clearly, unless Member States lobby Brussels nothing will happen.
